In November 2013, not just the eleventh month but also the eleventh hour before new benefits requirements for health plans were to take effect, President Obama granted policyholders a reprieve. The rules were part of the Affordable Care Act, and they would begin apply to individual and small-business plans beginning on January 1, 2014, but the Obama administration's "transitional policy" gave states the discretion to permit individuals and businesses to renew their existing plans first and escape the new requirements for nearly a year.
